Popup menus w/o absolute positioning?

Is it possible to create popup menus without using absolute positioning
that take up no space in the flow of the document and appear with an
onMouseOver() ?

If they're absolutely positioned at, say, left=-10000, they won't take any
space in the document until repositioned in your event.
